FBI captures $1.2B Medicare fraud fugitive in Philippines…

Federal authorities announced that fugitive Herbert Leon Kimble, accused of orchestrating a massive $1.2 billion Medicare fraud scheme, has been captured in the Philippines and returned to the United States. The arrest marks the second successful apprehension from the FBI’s recently launched “Most Wanted Fraudsters” list, an initiative designed to track and capture individuals accused of major financial crimes.

According to federal prosecutors, Kimble allegedly played a central role in a healthcare fraud conspiracy that generated more than $1.2 billion in fraudulent Medicare charges between 2014 and 2019. Investigators say the scheme targeted thousands of beneficiaries, many of them elderly, through call centers that steered patients toward medically unnecessary orthopedic braces and other healthcare products.

Kimble previously pleaded guilty in 2019 to multiple federal offenses, including healthcare fraud, wire fraud, mail fraud, conspiracy to defraud the United States, and paying illegal kickbacks. However, authorities say he failed to appear for his sentencing hearing in August 2024, prompting the issuance of a federal arrest warrant and an international search effort.

The FBI credited cooperation between U.S. and Philippine authorities for locating and apprehending the fugitive after nearly two years on the run. FBI Director Kash Patel said the arrest demonstrates the agency’s commitment to pursuing major fraud suspects regardless of where they attempt to hide. He noted that Kimble’s return to the United States sends a clear message that fleeing overseas will not shield suspects from prosecution.

The arrest comes just weeks after the Justice Department unveiled its “Most Wanted Fraudsters” list as part of a broader anti-fraud initiative. Officials say the program is intended to increase public awareness of major financial crime suspects while encouraging international cooperation in locating fugitives. Kimble is the second individual from the list to be captured, following the recent arrest of another fraud suspect, Said Abdullahi Ereg.

Government officials hailed the arrest as a significant victory in the fight against healthcare fraud, which costs taxpayers billions of dollars each year. Acting Attorney General Todd Blanche and Vice President J. D. Vance both praised the efforts of investigators and emphasized that authorities will continue pursuing individuals accused of large-scale fraud schemes. Kimble is now expected to face sentencing proceedings in the United States after his return from the Philippines.
