The former Olympian, identified as David Hearn, a three-time U.S. Olympic canoeist, was arrested and charged with misdemeanor destruction of government property. Hearn has denied intentionally damaging the pool, saying he merely touched a section of the newly installed liner that appeared to have already detached from the surface. Video of his arrest circulated online, sparking debate over whether his actions constituted vandalism.
The Reflecting Pool recently underwent a major renovation costing more than $14 million. The project was completed earlier this month and included the installation of a new blue liner and upgrades intended to improve water quality and reduce algae growth.
